The green money collection pad is inside the restaurant. After you deposit fish, customers eat, and the prompt changes to collecting money. Step on this pad. The balance you can spend on Hire 1 goes up only then. Cash waiting on the pad is not yet that balance.

You hire fishermen at the waterfront, carry their catch to the Deposit Fish area so the chef can make sushi, then step on the green money pad after customers eat. Cash from that pad is what you spend on more fishermen, merges, and the chef button.

How does the first fisherman merge work?

The opening tutorial asks you to hire until the prompt reaches three fishermen, then step on the merge pad by the waterfront. Three Tier 1 fishermen become one Tier 2. A reviewed first merge names that step as three Sardine Tier 1 fishermen into one Mackerel Tier 2, and the merge needs fishermen of the same type.
