Sportskeeda describes the same merge repeating: three of a tier become one of the next tier, and the highest tier is 24. You still do not pick the fish type directly. A Turkish session on this place ID says the player reached tier 6, which fits a ladder past tier 2. A Portuguese session on the same place names trout, salmon, and yellowtail in addition to sardine and mackerel, but it never states which tier those names belong to. Because those two reports do not match name to number, this page does not invent a 24-row fish chart.

Merge three fishermen of the same current type. Repeat only while the merge prompt still asks for that set.
How do you use Higher-tier fishermen?
Use the merge counter for a single step. For several steps, 3 to the power of the number of tiers is the exact count only if every step stays 3-to-1 with nothing left over. A reported example that 12 hires become one tier 3 does not match that exact count: 9 base fishermen make one tier 3, and 12 would leave a remainder.
